Liberals limit debate on budget bill amid recession warnings

Government House leader Marc Miller moved a time allocation motion to limit second reading debate on Bill C-31, the budget 2025 implementation act no. 2, to one further sitting day. Conservative MP James Bezan called the 330-page omnibus bill an invitation to abuse and unethical conduct through its proposed defence investment agency, while Miller defended the measure as essential to returning money to Canadians and strengthening national security.

In question period Conservative Leader Pierre Poilievre asked why Canada alone among G7 nations is in recession, citing Statistics Canada data showing two consecutive quarters of contraction. Minister of Foreign Affairs Mélanie Joly and Minister of Public Safety Dominic LeBlanc attributed the downturn to U.S. tariffs and said the government is protecting workers through new investments in defence, forestry and mining.

Bloc Québécois members pressed the government on missing emissions data after announced pipeline, LNG and regulatory rollbacks, and on the elimination of the Canadian consumer protection initiative. Liberal ministers Julie Dabrusin and Mélanie Joly listed regulatory and investment measures they said will still allow Canada to meet its climate targets and improve competition.
