      In their own words

3,695 Hansard interventions on file. These are the words said in the House, not a summary. Private conversations are not collected and are not invented.

Mr. Speaker, I am a bit surprised that my colleague seems unhappy and is saying that things are not moving fast enough. The changes being made with Bill C-39 are quite extraordinary. Where they stand

Policy positions are scored only from this member's stored House words and, when it is on file, their own public website. Wikipedia and other encyclopedias may supply details such as a birth date, education or work history, and each of those details is labelled with its source, but they are never used to score a position. Members whose only sources are encyclopedias have no scored positions.

A stored score on 7 of 14 topics. Each row names the end of that topic’s axis the stored words reached, and the sentence the score rests on.

      Agriculture

      Defend supply management

The other end of this axis: Liberalize supply management

Repeatedly calls for full compensation for breaches of supply management and warns against any further concessions in trade deals.

We will not rest until farmers are fully compensated for these three trade agreements. We will speak out against any future breach of supply management, starting with the imminent negotiations with the United Kingdom in the wake of Brexit. There is a more immediate challenge we need to deal with before that.

      Climate

      Faster fossil phase-down

The other end of this axis: Slower phase-down, production first

Calls for swift action on climate change with Paris Agreement targets made legally binding.

The Bloc Québécois thinks that, at minimum, the greenhouse gas reduction targets should be set based on the Paris agreement targets. We also think that those targets should be made legally enforceable so that the government is required to meet them. In the past, we have seen governments make commitments, announce good news and give nice speeches on television.

      Defence

      Higher spending and more capability

The other end of this axis: Restrain spending and deployments

Explicitly backs meeting the 2% NATO target and increasing military funding.

I have to say that I am quite supportive of increasing spending in the military sector, in the defence sector. In the last Parliament, it was rather ironic because we usually ended up being the only political party advocating compliance with NATO's request to allocate 2% of the budget to defence.

      Energy

      Restrict new oil and gas

The other end of this axis: Expand production and export

States that no new oil projects should be started and the focus must shift to energy transition.

Does the member not agree that we should not start any new oil projects and that, rather than insisting on doing so, we should start a new transition? Of course, that transition will take place by helping—

      Federalism

      Provinces lead

The other end of this axis: Ottawa leads

Insists health and other jurisdictions belong to Quebec and provinces and demands unconditional transfers without federal conditions.

Health falls under the jurisdiction of Quebec and the provinces, period. No, it is not normal for the army to have to come help in long-term care homes in Quebec.

      Health

      Expand public coverage

The other end of this axis: More private delivery

Calls for increased federal health transfers to provinces without conditions to support public systems.

We know what Quebec needs and it is not a one-time additional payment. Quebec needs ongoing payments, health transfers. The amounts borrowed and the financial forecasts are starting to be worrisome.

      Immigration

      Higher permanent intake

The other end of this axis: Lower intake

Supports faster processing of permanent residences and expanded temporary foreign worker programs for labor needs.

Everyone agrees that the processing of permanent residences should be accelerated. In this crisis, we need economic recovery. You mentioned in your statement that immigration is crucial for economic recovery.
