    In their own words

3,951 Hansard interventions on file. These are the words said in the House, not a summary. Private conversations are not collected and are not invented.

Mr. Speaker, democracy is a daily challenge involving a delicate balance between the executive and legislative branches. However, Bill C-5 and especially Bill C-39 represent a step backwards not only for the environment and workers' rights, but also for democracy. Where they stand

Policy positions are scored only from this member's stored House words and, when it is on file, their own public website. Wikipedia and other encyclopedias may supply details such as a birth date, education or work history, and each of those details is labelled with its source, but they are never used to score a position. Members whose only sources are encyclopedias have no scored positions.

A stored score on 12 of 14 topics. Each row names the end of that topic’s axis the stored words reached, and the sentence the score rests on.

    Agriculture

    Defend supply management

The other end of this axis: Liberalize supply management

Repeats defense of supply management against attacks from Cairns Group and trade deals.

When that happens, we will stand up for our farmers and supply management. We will not send others to speak on our behalf.

    Climate

    Faster fossil phase-down

The other end of this axis: Slower phase-down, production first

Opposes Energy East pipeline due to GHG increases conflicting with Paris commitments.

According to the Pembina Institute, however, if the energy east pipeline goes into service, greenhouse gas emissions will increase by 32 million tonnes a year. That is the equivalent of adding more than seven million vehicles to Quebec's roads.

    Defence

    Restrain spending and deployments

The other end of this axis: Higher spending and more capability

Pacifist party favoring multilateralism and humanitarian missions over military action, criticizes arms sales.

First of all, I will say that the Bloc Québécois is a pacifist party that has always believed that humanitarian missions could be conducted under the auspices of NATO. The Bloc was open to NATO's peace talks.

    Energy

    Restrict new oil and gas

The other end of this axis: Expand production and export

Opposes Energy East pipeline, cites lack of social licence and environmental risks in Quebec.

Speaker, the Montreal metropolitan community tabled its report based on public consultations held last fall regarding TransCanada's energy east pipeline; 82 municipalities representing four million Quebeckers are against this pipeline project. Since this project clearly does not meet the social licence requirement set by the Prime Minister, will he listen to the representatives of some four million Quebeckers and honour his election promise to not go ahead with this pipeline?

    Federalism

    Provinces lead

The other end of this axis: Ottawa leads

Health under Quebec jurisdiction, demands higher transfers without federal conditions.

Speaker, health falls under Quebec's jurisdiction. During the 1990s, the federal government's commitment to health waned.

    Fiscal policy

    Higher taxes and public spending

The other end of this axis: Lower taxes and tighter spending

Pushes for 6% health transfer increases to reach 25% federal share.

We are introducing this bill, which seeks to set the minimum increase in Canadian health transfers at 6% annually, so that the federal government's reinvestment reaches 25% of the Quebec health care system's total spending, after which a review could be planned to align increases in transfer payments with the system's costs.

    Foreign affairs

    Alliance restraint

The other end of this axis: Assertive alliances and sanctions

Supports multilateralism and criticizes arms sales that violate human rights treaties.

First of all, I will say that the Bloc Québécois is a pacifist party that has always believed that humanitarian missions could be conducted under the auspices of NATO. The Bloc was open to NATO's peace talks.

    Health

    Expand public coverage

The other end of this axis: More private delivery

Demands higher federal health transfers to support Quebec's public system.

Will the government kill two birds with one stone and fix this ongoing problem by increasing health transfers to 5.2%, as Quebec and the other provinces have called for?

    Immigration

    Lower intake

The other end of this axis: Higher permanent intake

Criticizes surge in asylum seekers and calls for federal reimbursement to manage crisis.

Speaker, Quebec has always been a desirable destination for newcomers, but ever since the Prime Minister issued that irresponsible invitation, Quebec has been facing an immigration crisis, and Ottawa is not taking the issue seriously.

    Labour

    Stronger unions and standards

The other end of this axis: More flexibility for employers

Advocates better EI access for seasonal workers and faster processing for temporary foreign workers.

Speaker, more than 200 Quebec farmers are still waiting for foreign workers to arrive in order to harvest their crops.

    Public safety

    Prevention and restraint

The other end of this axis: Enforcement and sentencing

Supports harm reduction and criticizes arms exports while questioning rushed cannabis legalization.

How then will this bill squeeze out organized crime?

    Trade

    Diversify away from one partner

The other end of this axis: Deeper continental integration

Supports technical WTO changes but stresses protections for Quebec sectors like supply management.

Our producers, who are under supply management and are not subsidized, face the same threat. In short, unfettered free trade threatens food sovereignty, social peace, and land use, which are also sensitive subjects.
