    Government roles

    In their own words

498 Hansard interventions on file. These are the words said in the House, not a summary. Private conversations are not collected and are not invented.

Mr. Speaker, it is my turn to say a few words about Bill C-39, which, as some of my colleagues have already mentioned, is primarily an economic bill. It is a set of measures. I am fully aware that it is a rather complete piece of legislation, let me put it that way, that is absol…Government Orders — Building Canada Strong Act · 2026-09-25

    Where they stand

Policy positions are scored only from this member's stored House words and, when it is on file, their own public website. Wikipedia and other encyclopedias may supply details such as a birth date, education or work history, and each of those details is labelled with its source, but they are never used to score a position. Members whose only sources are encyclopedias have no scored positions.

A stored score on 6 of 14 topics. Each row names the end of that topic’s axis the stored words reached, and the sentence the score rests on.

    Climate

    Faster fossil phase-down

The other end of this axis: Slower phase-down, production first

Supports maintaining industrial carbon pricing because it reduces greenhouse gas emissions and the economy is becoming less carbon intensive.

We are therefore going to keep carbon pricing on the industrial side, because I think it is useful, especially at this time. The global economy is changing. It is becoming less carbon intensive. I would like to raise another point before returning to the main thrust of the Bloc Québécois motion.

    Defence

    Higher spending and more capability

The other end of this axis: Restrain spending and deployments

Supports significantly improving defence capacity and building a defence industrial sector that has been neglected.

Rather, it's about increasing the supply of goods and services as well as our production capacity, significantly improving our defence capacity and building a defence industrial sector. This is something that has been neglected over the past few decades, and it now needs to be addressed.

    Fiscal policy

    Higher taxes and public spending

The other end of this axis: Lower taxes and tighter spending

Excerpts repeat opposition to Conservative tax cut proposals that would require cutting social programs.

So this is a recurring effect, which risks mortgaging our fiscal room for manoeuvre. As my colleagues mentioned, that would mean that we would necessarily have to reduce transfers to the provinces or transfers to individuals.

    Health

    Expand public coverage

The other end of this axis: More private delivery

Excerpts defend and support dental care plan and pharmacare as public programs.

Pharmacare agreements will lower the costs of prescription drugs for Canadians, and the Canadian dental care plan, which has also helped over 1.7 million Canadians. With these measures, we are delivering lower taxes, bringing down costs and putting more money back in the pockets of Canadians.

    Housing

    Market supply and deregulation

The other end of this axis: Public supply and demand controls

Excerpts support GST elimination on new homes and densification to increase supply.

The second component, the elimination of GST on the purchase of new homes, can represent a significant savings of $20,000 to $25,000 on the purchase of a new home. There are new homes being built in Laval.

    Trade

    Diversify away from one partner

The other end of this axis: Deeper continental integration

Calls for seeking new markets and diversifying trade opportunities beyond the US market.

My Bloc Québécois colleagues have rightly pointed out that this could hinder Canadian exports. In the current climate of a trade war with the United States, a partner that we thought was very reliable but is no longer, we need to look for new markets. We need to be able to diversify our trade opportunities. If we export manufactured goods to Europe, for example, we could be penalized if we do not have a carbon tax for the industrial sector.
