Common misconceptions

The energy minister does not own the oil

Commonly assumed: Federal energy announcements are often read as if Ottawa owns and operates provincial resources.

In fact: Provinces own most natural resources under the Constitution. The federal energy and natural-resources minister holds the federal levers: some regulation, impact assessment at the federal level, science, and the trade consequences. Those are not the same as provincial ownership.

A client who lobbies only the federal minister on a purely provincial resource decision is in the wrong capital.
